The Constitution of Bangladesh recognizes education as a fundamental right of all citizens and directs the state through Article 17 to establish a mass-oriented and universal education system in the same manner and to take effective measures to eradicate illiteracy within the period prescribed by law.
To meet national and international commitments, the government created the Bureau of Non-formal Education in the revenue sector in April 2005. It is contributing a lot in the management and administration of non-formal education sub-sector at the national level and thereby spreading literacy in the country in an organized manner. On the other hand, the government has passed the Non-formal Education Act 2014 in the Bangladesh National Parliament to strengthen the non-formal education sub-sector. The main objective of this Act is to provide literacy to underprivileged people, create lifelong learning opportunities, provide livelihood through technical and vocational training, develop skilled human resources, create self-employment skills and create alternative education opportunities for out-of-school and drop-out children.
The Bureau of Non-Formal Education is the national apex body for non-formal education. It has been providing professional leadership in implementing non-formal education policy framework and prioritizing non-formal education as part of substantive human resource development strategies. District Non-formal Education Bureau has been set up in each district. The office of Bureau of Non-formal Education in Shariatpur District is located in the Collectorate Building. Its important work is formulation and implementation of short and long term non-formal education programs adopted at the national level in the district.
